The better solution is to either allow an existing alliance in the region to defend it for free (Firmus Ixion) or charge a new alliance/corporation to live there (renters).
To me, it's destroying the game. Saying anyone would want to do something for another (the police), pay a fine (the bill) and be asking to gtfo is criminal. [;)]

Obviously the renting program isn't for everyone. Many alliance and corporations can't stand the ego hit of having to pay rent--I doubt FIX could, for one.
Many Alliance, Corporation and PLAYERS can't stand to play under somebody who tell go there do this. It's a game. I don't want to be after my work under the command of someone I don't even know.
